Biography

David practises primarily in administrative and regulatory law and civil litigation.

He advises professionals and professional regulators, various government departments, and administrative boards on disciplinary and investigation proceedings, public-interest issues, statutory interpretation, environmental law, and utility law.

An experienced drafter, David has been involved in several legislation, regulation, and procedural rule rewrite projects.

He has also appeared before numerous courts and administrative tribunals, including the Municipal Board, the License Suspension Appeal Board, the Manitoba Court of King’s Bench and the Manitoba Court of Appeal in a variety of civil and administrative matters. David has also appeared as co-counsel for an intervenor at the Supreme Court of Canada.
